I think Fujitora airlifted the OG Marineford, and is using it to rescue citizens from islands that are now suffering the effects of the world governments tyranny and resulting flooding.
The Neo Marines, Spear, have rebelled against the world government and declared them an illegitimate institution, while also declaring themselves the true marines.
I'd imagine that Fujitora's Floating Marineford will also eventually recruit the revolutionary army, since at this point, they will have legitimately the same aims: take down the evil sections of the world government, with a focus on the Celestial Dragons, while protecting as many people as possible.
Is Fujitora somehow wasn't a revolutionary to begin with, he's sure as hell becoming one now.
I believe Dragon can make his ship fly, so, if that theory is true and he either has a dragon fruit or wind fruit that allows him to move the Revs ships the Wind Granma around like that, it'll be really easy for the revolutionaries to get up there.
Furthermore, we have proof from sky islands like Skypiea that the world government and marines really have no presence whatsoever above the Red Line.
If Fujitora is able to airlift OG Marineford and sail it high up enough beyond the Red Line's max height, there are very few ways the world government can harass them.
