Sure, Loki proved himself to be sufficiently strong to Ragnir, but what would happen if Ragnir chose to keep fighting him? Ragnir got a bump on his head from the clash, but Loki had his hammer completely shattered. Wouldn’t Ragnir beat an unarmed Loki?
No, Loki's Haki and raw strength is just enough to be significantly stronger than him, even if Ragnir used it's ice powers. There's a reason that everyone senses and is amazed with Loki's Haki, and not ragnir's.

This isn't a case where Ragnir decides they don't need to fight anymore or whatever, he becomes Loki's follower for life. Relativity isn't really a thing here

The thing is nonetheless harald was aware of its power and still was convinced only post imu buff could he tame/beat ragnir. It is highly possible he tried getting ragnir before meeting ida and hence know about its power. So its ridiculous loki hype given 16 year old loki in human terms beat someone someone than base harald who was already xebec's equal who in turn was a rival to roger himself.
He says in Viz "With the strength I now possess". It could just be a general statement of comparing himself to the last time he attempted, not necessarily the Imu buff specifically being the game changer.

Also btw, remember that Rocks intended for Harald to eat that fruit. The whole point was that he died to Imu before he was able to fully set his plan in motion. You think he would have failed anyway because Harald wouldn't have been deemed worthy by Ragnir to eat the fruit? Seems a bit iffy.

Xebec isn't all knowing or infallible, does he even know that Ragnir exists? He didn't even know who Nika was lmao.

Damn so Harald not wanting to join Rocks against Imu never would have mattered regardless removing any form of tragedy with Rocks death at God Valley, because he would have gotten folded by a squirrel.

I would fucking hope Oda wouldn't think to write such a piss poor narrative. :risisweat:
