Reason Warlords are very high is almost every single one is iconic and have a legit presence in the story. Great designs. The reason they aren't top 3 is for the reason you stated holding them back (they are not actually a group that even works together). Though Hancock during her own arc was perfectly fine, whenever each Warlord got focus, their character delivered.

It's not that Oda loves Zoro, its that Zoro looks good against weaklings for the most part, and keeps him away from the strongest to avoid making him lose aura, cuz aura alone is a great part of him
