Powers & Abilities Why was Garp never able to Permanently Turn Himself Black?

Garp was shown some of the Greatest Mastery of Haki in the series and has been fighting for over 50 years. But why has he never been able to turn himself Permanently Black? We know Turning a Blade Black makes it more durable to the point of being nearly indestructible. And for a Grappler like Garp that would make him even more of a Tank. So why has Garp been able to turn himself Permanently Black? Is it a "Skill Issue"? Or would he just be too powerful if you was able to say the "N-Word" hard R?

Garp seems more of a striker than a grappler by far.

I don't recall any grappling, just really high speed explosive punches.

He probably focused more on offensive striking as seen with battleship training.

So not even Imu was able to become a black being. That means black blade users are a league above Imu
