It was kinda a flippant post, but I do actually believe he was a pirate.
  • His clothing looks rough, not what you would think of as royal. In real life striped pants are pirate 101, I think even in this manga these striped patterns and baggy pants are usually seen on pirates, like Don Sai and Buggy or Enel, another god who was really just a pirate. Other rough clothing features are the big gold buckles and the fur belt.
  • His weapon in the recent chapter appears to be a cannon on a stick, which is basically what the first firearms were. It looks a lot like the examples on this page https://en.wikipedia.org/wiki/Hand_cannon . So it looks like he was from the era when firearms were less common or advanced. Putting a hidden firearm on your spear in an era when firearms are new epitomizes the idea that there are no rules in a battle between pirates; its an unexpected and sort of dishonorable weapon.
  • The shirtless cape is also a common pirate look in the series, and the mark on its back is not dissimilar to a jolly roger. I may be wrong, but I would say that the truth of the "cross" in the deep sea contract is that it is a "crossbones," the symbol of piracy. It is just turned 45 degrees. If you look at the arms of shanks and harald in the flashback it is even more clear that the arms of the cross are in fact bones. And the more detailed mark has a horned circle; filling the skull part of the skull and crossbones
  • Wearing skulls as trophies strikes me as a raider or pirate or bandit thing to do. A king can do it, but a king can also be a pirate. The happo navy is a pirate crew. BB is also a pirate who wants kingship.
