They all get hate for different reasons
I’d say in the wider One Piece community Sakazuki gets the most hate due to what happened with Ace (a lot of people can’t wait for him to get stomped, if it ever happens)
Mihawk gets the most hate by far on the agenda side of the community though for obvious reasons

Sakazuki for killing ace who is still in top 10 of popular characters, is still top 1
Shanks has basically only the wrath of Kid fans (obviously, both are hated for other reasons too but those are the main ones
No one "hates" mihawk he is irritating in people's throats by z-boys despite having less panel time than gerd in the manga, just like ryumor

It is officially Akainu for reason. All road lead to akainu. 2010 man for reason. Back in 2016, people think admirals are yonko comanders and saying Admiral and yonko are equal are consistent hot take. Compare to Seryu from Akame ga kill, she is hated but not powerscaling due killing popular character and manic justice but she is unknown to casual, which Esdeath is more known.
Akainu, Shanks, and Mihawk are more iconic due powerscaling and expose to causal. Akainu is known for man kill Ace.
Unlike most villains like even Bowser. None of them has hated like Akainu on Luffy. Not even one piece villains doesn't. Imu see Nika as fate to his downfall not hated. In MF arc, Akainu has being chasing luffy to kill him ignoring Ace, Whitebeard, Blackbeard but only luffy is top target for him to kill. No logical reason to do when Blackbeard exists.
I never seen character who personally hate one guy like Akainu in fiction. Not even Ganondorf due much fate and get own by links many times.
