Nika Luffy is not "the Yonkou"
Luffy as a whole is, the dude who was going toe to toe with Kaidou before even entering G4 and before G5 even existed.
Rest assured, Luffy is lucky Loki is here to babysit while Luffy eats and then becomes useful for 5 mins, the version of Luffy who was giving Kaidou the fight of his life is about as useful as Zoro and Sanji here. That's your yonkou.

One of the few times the big bad of the arc was more focused on the side character and not Luffy

What Oda might do now is have some of the attention shifted to Luffy as an underdog, Imu and Loki will take note of him. Doesn't mean he is above them just like it didn't when the top tiers took note of Luffy back in marineford.
