Roger had 5 major pirate rivals: Rocks, WB, Kaido, and BM. You can sub Kaido with Shiki if you want, in theory Shiki might have been more influential but the Harald flashback places a greater emphasis on Kaido.
Regardless I think the 4 map cleanly to Luffy’s rivals amongst the worst generation.
Rocks ~ Teach
- Luffy’s greatest rival
WB ~ Loki
- Nidhogg is portrayed as a legend comparable to that of Nika. Loki is set up to lead Galley La, potentially giving him a top tier crew akin to the SH pirates.
Shiki/Kaido and BM ~ Kid and Law
- lesser rivals of Roger/Luffy. Not equals but still portrayed as notable rivals by the manga. Kid and Law took down BM, possibly suggesting they are her replacement.
While Shanks and Buggy are yonko at the moment, I think it’s likely they take a back seat in the final war as they are part of the old guard, much like Marco in Wano.
In any case I think Loki fills the missing Whitebeard spot amongst Luffy’s rivals. Teach never properly filled that position, he was too antagonistic. Kid and Law on the other hand were too weak and never got the portrayal as true equals of Luffy. Loki, with Ragnir and the Nidhogg fruit, seems to be the true equal. While Luffy will certainly get stronger EoS, so too will Loki. Neither he nor ragnir seem to be awakened.
