On paper? No.

On execution? Yes.

The basic concept idea of other young rookie pirates besides Luffy that rival him in feats and power is good and all for world building and reducing tunnel vision on the MC

But in reality, Loda never cared about that so he ditched half of them then shoved the other half in a single shitty arc (Wano) to pretend he "cares".

None of them besides Law even got any actual proper character arc. Just screen filler.

Tl;dr: good idea, bad implementation

Could've been better but I'd say it was mostly positive

Law and Bonney are fan favorites for good reason

Kidd is a bit more divisive due to his loss and cocky personality but he has a very passionate fanbase. Killer is all of these things to a lesser degree but tbh personality wise I like him more than Kidd

Bege was cool in WCI

X-Drake is kinda whatever

Apoo and Hawkins are ass but Apoo is kinda funny

Urouge isn't a character yet

Apoo and Hawkins aren't that bad. The way Hawkins lost was pretty hardcore, he saw his own "death" with a guaranteed probability but he couldn't switch sides another time out of self respect since he already chose the path of least resistance initially. This is what drove him mad during the raid, you can notice how he is completely unlike himself in key moments, he was too animated. It's like he was frustrated with himself for being weak willed.

Apoo is a character who takes advantage of every situation and usually escapes the consequences, he's a true rat.

X Drake is ass though.

Urouge is lowkey already peak.

What's great about Hawkins? Biggest waste of them all I feel like, absolute joke in wano. Is it because he died? Because knowing Oda, you might be in for a rude awakening lol
He is a mediocre pirate with a awesome design and a mysterious and incredibly interesting DF.

He decided to keep his word and fight alongside Kaido even though he knew the dangers

Multiple cool clashes where he didn't look overpowered for no reason when he didn't spend 2 years training only. Balanced and engaging final fight.

Perfect rank among the beast pirates for someone who has been an active pirate in the NW for less than 2 years.

He might be dead or a marine, both massive Ws in my book.
Respect for Hawkins @Kejon :kata:

It's a complicated question.

The idea of Straw Hats having rival crews of comparable bounties makes a lot of sense but the fact that Oda came up with them at the last second before Sabaody meant they weren't given much thought aside from a few (Law and Kid). Bonney isn't even a real pirate, she's solely a vehicle for Bartholomew Kuma's crybaby backstory and X-Drake might as well not exist as the leader of SWORD when Koby is clearly the protag of the Marines and got the cool moment at Hachinosu.

Urouge is a funny guy though, I'll give Oda that.

oda didn't do enough with most of them
bege drake kidd hawkins killer urouge didn't get enough imo
even ones that did get something like bonney weren't that good
which is sad because i really like kidd and i think drake and urouge can still be saved if oda cares enough to do something with them later, and the supernovas in general are a pretty good concept
it helps that they have, for the most part, fun designs and abilities

I think Kidd and a few of the others should have had more of a direct role in the pre Yonko saga(Kidd vs Luffy at the start of the timeskip would have been a good idea, for example, and they probably should have had more going for them in Wano and it's war,as opposed to the samurai), but it's not particularly horrible how they were implemented. All of them having Law's focus/backstory wouldn't really be needed nor would it really help the story I don't think
