Vegito and Buuhan aren't the strongest characters in the Buu saga? You either have to concede that, or you admit yourself that the power levels do ultimately go down, you're just driving an arbitrary line in the sand here.
And Kidd Buu is more destructive because he wants to immediately destroy planets.....not really a crazy feat by that point the story, bro.
