He gave him all the tools to be a monster, then proceeded to not let him use any of them, then called in all of the other Gorosei before he even let Luffy and Saturn have any kind of real fight (not even as much as what Kizaru got, not a single damn chapter). And once that happened he got eveb LESS focus, because Oda wanted to show off the other Gorosei's gimmicks.
