He only needed 1 or so arc of focus and he dethroned Zoro, never forget. I also believe Oda rigged it for Luffy in that poll cause the numbers were way too close for comfort.

So like I said Zoro was always number 1 just like in the previous poll before the bots took over.
The Nosmoke Rumour fans ruined the poll but the app votes were more than enough to put Luffy and Zoro in their rightful place.
