The REAL reason Luffy hasn’t unlocked his full power is because Saint Shanks’s parasite (the Straw Hat) is still sucking Luffy’s Haki away and limiting his output

Once Saint Shanks takes back the Straw Hat, Luffy will gain a Haki buff. But he may get a fruit buff as well.
