Shanks on the other hand, has some of the most iconic One Piece moments of all time and that what matter. Cry about it.

If it’s really about that then how come objectively well written villains with bigger moments than Shanks (excluding ch 1) like BB and Akainu are below Shamrock?

Yeah the last poll ended while Kaido was jobbing to those 9 and before Luffy vs Kaido. The fact that he only went up 3 after his most embarrassing showcase is sad.

Only one of these 3 that is an exception is Lucci.

Crocodile and Rocks at one point are fighting against the oppressors. Rocks is like a tsundere bad guy, bad but not really bad in the context of One Piece. If Crocodile never has his MF run supporting Luffy then he probably doesn't crack the top 20.

I think Lucci is just so damn good looking that he just broke through, looks are like 80% of these votes.
