Oda has to be doing to purposefully spite Usopp fans there is no way all of this is a coincidence.
Introduce Usopp to Elbaf by having him get neg diffed by a Cat then follow it up with clear foreshadowing by Luffy that he has to get stronger. He doesn’t get stronger at all in the arc. Spends the entire arc jobbing.
Introduce a Holy Knight whose entire power is based on using an opponents fears against them in Elbaf, the island which represents the culmination of Usopp’s journey to bravery. Furthermore give said holy knight an orange color scheme Usopp’s primary color. The Holy Knoght is a Zoro and Sanji opponent. Usopp never interacts with him.
Introduce the cultural heritage of the Giants in the form the Harley Mural and Text. Have Robin Chopper read the text and Franky visit the mural, Usopp never interacts with the culture of Elbaf.
Introduce the national treasure of Elbaf, a giant hammer just like the one Usopp constantly lies about. Usopp who used a hammer as a finisher of the majority of his Pre TS fights. The hammer is actually Loki’s and Usopp has nothing to do with it.
