Looking back, who do you say is "wrong"?
I'd say Usopp was wrong and it was necessary that he was the one to apologize. Going Merry was dying and putting everyone's life at risk was just bad idea. Usopp was also the one started insulting Luffy, which escalated the situation very poorly

Usopp, was in the wrong. Luffy unirionally was actually not just acting like a captain and knowing when the Going Merry was at its limit and wouldn't be able to sail much farther, but he was also thinking about not just himself and his goals, but the goals and dreams of the rest of the crew. Usopp was the one being selfish during Water 7.

Luffy was in n the wrong, Usopp heard the going merry voice in Skypea, confirming it wasn't just a boat but a real living thing. Luffy spoke about selling it like it was nothing ans Usopp stood up to defend her. In the end, the going merry saved the crew and only then did luffy actually see it as a real being
But Luffy begged the ship makers and understood it was time to let it rest. Usopp was asking for the impossible he knew the ship was done too. Usopps point was he was also feeling he was not catching up with the crew and the gap was widening so he lost his confidence.

I may talk about this more but ill say Usopp was the wrong one though he had his reasons.

Logically Usopp was in the wrong. He refused to see reality. Yeah the Going Merry could have maybe got them to one more island but they were literally on an island of shipwrights so they'd never find a better place to get a new ship.

You could argue should Luffy had more empathy, maybe but he's the captain and he doesn't have the luxury to make a reckless decision like sailing on a broken ship with numerous devil fruit eaters like Usopp wanted.

Usopp let his personal issues of feeling useless get in the way on what was best for the crew.
