If not outright stated by Oda, he will just retcon some of them into being awakened through magazine statements/SBS.

For example: the events on (insert island) were in part because of (insert logia user)'s DF being awakened.

And I've got a gut feeling he will also retcon Ace into being an awakened Logia. Or at least someone that was on the cusp of awakening.

Harald is gassed up.. And if Admirals are Awaken, might need to redefine '' Admiral level ''.. Awakened Logia Hajrudin would be tremendously powerful.. Hajrudin already has something that Loki doesn't, the Spear of Elbaph..

I think the reason its so delayed is that Oda doesn't know what awakened logia will even do.
