General & Others Who Was The Better Villain Group? Baroque Works or CP9?

Cp9 easily. Baroque works never felt like a real threat. Cp9 even the weakest ones looked like they could fold Luffy at some point. The whole rokushiki thing felt overpowered at the time.

CP9 shits on BWs. Only Robin and mr.1 were goated ones.
Feels like the opposite to me

Lucci is legit the only member of CP9 that anyone actually cares about. Maybe Kaku and Jabra due to being Zoro and Sanji fights but it barely extends past that

Baroque Works has a more memorable leader in Crocodile, Robin and Bon Clay absolutely clear any member of CP9 in story relevance, and Mr.1 is cooler than any of the CP9 agents as well

Plus the Baroque Works agents have individuality going for them too. CP9 was kinda samey

IMO, CP9 in Water 7 > Baroque Works >>>> CP9 in Enies Lobby

CP9 in Water 7 was downright terrifying. Not only did they seem absolutely unbeatable, but the added twist of them posing as allies just made them more compelling -- especially since it was the OG 4 of Lucci, Kaku, Kalifa and Blueno.

By EL, Oda added a few clowns for volume and gave them comparatively goofy designs/abilities and worse skills, essentially just tanking their villain-ness. Spandam obviously didn't help either lmfao.

Baroque Works has a very good mix of interesting personalities, perceived threat level, and far-reaching story relevance. Not to mention that the entire crew was pretty damn fucked up after that battle. The Straw Hat victories from those fights are a lot more memorable in my opinion.

Though lowkey I would argue that Enel and his priests are the scariest antagonist group in the story lmfao.

Nah Baroque Works had me hooked on OP you have no idea. Man those chapters were so long for me back then.

In their respective arcs, CP9 was the bigger threat. Though Crocodile is the best individual villain overall, and the role of Mr. 2 in Impel Down is quite great.
Crocodile killed Goofy twice before being defeated underground. The only bigger threat comes from the place "Ennies Lobby" and the buster call.

BW clears
The only standout character in CP9 is Gucci
He is in my opinion the villain with the least depth.
