Barragan/Ulqui/Stark are all in the same tier imo, the anime nerfed Stark with his wolves while he could just make them forever without sacrifing parts of his soul

Nah Hallibel isn't that good in combat. I would say Grimmjow is a stronger fighter but she has the raw reiatsu over him.
She might beat him due to this but there's no doubt Grimmjow would not even need resurreccion to low diff Toshiro, he would maul him with his raw speed and CQC either way, matchup isn't a good enough excuse for her struggling with Toshiro for someone of her lvl.

In the anime shunsui did something to the wolves and they disappeared. In manga starrk is not able to summon them after using them twice which suggest it is limited one time attack. Imo that makes starrk weaker.
Also this is my opinion but bankai ichigo with mastered hollow mask shouldn't be that much below vaizard captains like rose or love sans banaki. Yet even in R1 ulquiorra was too fast for ichigo and one cero oscurus did ichigo in for most part. In contrast starrk admitted his ceros are too weak to put permanently put love and rose down and even his wolf attacks were failing to put them down.

Base wounded one handed grimmjow was able to react to masked shinji's attacks. Released grimmjow definitely should put a better fight and was shown to be more or less comparable to masked bankai ichigo. R1 ulquiorra with one attack destroyed half of ichigo's bankai where as starrk had to use multiple wolf attacks to do so to masked love and rose. Also starrk never managed to use wolf against shunsui so there also seem to be limit in summoning of wolves.
Base Grimmjow was being utterly dominated and toyed with by base Zanpakuto Shinji.
