Oda didn't compare Shanks and Rayleigh, he gave example that if fishmen felt a stronger Haki, all of them would get knocked out, there was 100k fishmen, and all of them would get knocked out. He didn't say out of 1 million fishmen, they would both knock 100k, it was explaining that all of them are too weak, not a comparison between Shanks and Rayleigh.

Once again, the intention is pretty clear - both Shanks and Rayleigh were used as a milestone to show how far Luffy lacks behind them.
If Oda truly wanted to show a huge or at least a significant difference between Shanks and Rayleigh, he could have done it like that:

Shanks's AP can hurt Loki's defenses in order for him to capture Loki.

1.) Once again, no clues about how Loki was captured in the first place.
2.) This dude tanks attacks from a god tier who would eat 3 Rogers for breakfast, let alone Roger 2.0...

Plus, Shanks showed FS superior to Loki or Imu.

ASSUMING both Loki and Imu already showed FS, hence it's an irrelevant argument.

Intent is to compare Shanks with the strongest Haki they ever felt, because they were comparable. Otherwise they would simply say it was the strongest Haki they ever felt without mentioning Shanks.

Oda's intent was never to compare Shanks and Rayleigh there lmao, he was just giving example from two people that vastly superior to Luffy in Fishman Island.

What is Rayleigh's best feat? Fighting Oden in 1 vs 2 when Gaban was helping Rayleigh? We didn't see the same level of CoC power or Future Sight from Rayleigh.

Shanks has far better feats than Rayleigh it's that simple.

Until Imu and Loki shows same level Future Sight like Shanks, your argument is irrelevant.
