There's only a way.
Ussop befriend Ragnir where he can use/order Ragnir, but will only be a temporary thing.
Oda could show in a comedic way Ussop using Ragnir to beat some opponents in this very own arc or maybe in future to parallel Ussop using Ragnir like hammer in the past.

He's not owning Loki weapon for life, that stupid to even think about it.
I sure hope ppl who come up with the theory doesn't actually believe Ussop will be wielding Ragnir permanently and would be for a situational/moment only.

Ratatoskr follows the same principles of every other object/weapon that ate a Zoan Devil Fruit. They are all fiercely loyal to the owner. However, that loyalty depends on the respect between them.

There was a case in the anime where Alpacacino disagreed with Shuzo when he announced to Vice Admiral Momonga that he was forming the Neo-Marines. It started frowning and grunting in disagreement.

This is like asking if Spandam's Funkfreed would instead work for someone else, and, actually, there is precedent with this in the video game industry. Pato was a fountain pen that ate the Mythical Zoan Inu Inu no Mi, Model: Bake-danuki (Monster Tanuki).

In that game, Pato and his owner Patrick Redfield, who ate the Batto Batto no Mi, Model: Vampire, spent the entire game having a conflict. Ultimately Pato stopped his plan from succeeding, and joined him when he decided to follow his original dream again.

This means that an object/weapon that eats a Devil Fruit can't really switch owners, but they can form temporary alliances, and these are usually under circumstances where the original user has themselves threatened or betrayed the foundation of their relationship.

If you think about it, these weapons will fight by themselves if they want to defend their owner. Ragnir doesn't exactly need Usopp to wield it, it can move on its own.

Originally, Patrick Redfield was a fiercely proud pirate who valued individual strength and honor above all else. He didn't care about ruling the world—he just wanted to prove he was the strongest through his own hard work. Pato respected this immensely.

However, as Redfield grew old and frail, he became consumed by a cowardly fear of aging. His dream twisted into a desperate obsession with finding the Bat-Bat Fruit, Model: Vampire to steal youth from others and achieve eternal life. To do this, he resorted to underhanded tactics, manipulating people, and abusing Pato.

There is literally nothing in the story which suggests that Usopp will ever wield Ragnir.
First fact : Usopp is like batman. He mainly uses fear and ruse to scare his opponents. As such Usopp has been repetitively using a hammer as a finishing or important tool.

Second fact : We know that the hammer is not only a simple hammer, it's Ragnir, which is a way to recontextualize Mjöllnir, the hammer of Thor, god of lighting. A hammer so powerfull that it must be wieldied with iron glove or more exactly - in the pop culture - only by those who are "WORTHY"

Third fact : We know that Usopp has been associated with the chessnut. Usually refering to Norland to trick the Tontatas. A symbolic connection that could be important when we talk about a squirrel.

Fourth fact : We know that Usopp's dream is to become a BRAVE warrior. In Usopp's langage, it actually resonnate as a WORTHY warrior. A warrior that Usopp will take PRIDE in, something that ressemble the idea that he believes Elbaph warriors to be and by extention, his dad.

Fifth fact : We know that Usopp lies are not simple lines, but potential foreshadowings. So every lie must be taken into consideration. THe community often overlook the lie of Usopp mid battle. Especially one of his biggest and most occuring one:








There is every reasons to believe that Usopp and hammers are connected.

The simple fact of wielding Ragnir that is probably weighting a thousand tons, would be a step if not the accomplishment of Usopp's dream itself.

Becoming a worthy, brave and pride warrior, feared and respected.
