After everything that's occurring during this arc, I find it very hard to believe, that we're not going to see some Admiral show up here. It's possible we get multiple. This is going to include all former Admirals, and which are most likely to show up, in my opinion.
#1. Fujitora
Fuji is on a mission to capture Monkey D Luffy and Trafalgar D Water Law. Law is missing in action, but everyone in the world, thanks to Morgans' reporting, knows that the straw hats went to Elbaph.
Well fujitora is heavily eye themed like Imu, hates the Celestial Dragons, and was introduced trolling a celestial dragon the entirety of his arc. Fujitora can also levitate ships, so any defense trying to keep him out of the country is pretty much useless.
Since fujitora, literally has direct orders to chase Luffy, i have to put him at number one.

Kuzan was seen in Punk Hazard, where the Galleila Giants Rocks wanted are frozen. I'm assuming that only Ragnir can thaw out that ice.
I am of the mindset that Teach is continuing Rocks' plans, hence naming his flagship the Sabre of Xebec. In order to get the Galleila Rocks wanted, Teach needs Ragnir and Loki. I believe the galleila created pluton, and Rocks sought Pluton. Now that caribbeo has told Teach where Pluton and Poseidon are, Teach needs Ragnir to unthaw the Galleila.
Kuzan also has close connections to Saul and Robin. Many have theorized that robin is related to Eris Teach's Mom. If this is the case blackbeard should want a kidnap robin for her poneglyph reading skills, to keep her from other pirate crews in the world government, and to talk to her about the true history.
Kuzan should show up here. The only reason I have Fujitora above him is because we haven't seen fuji for a while, while we've got a good amount of Kuzan.
Kuzan seeing Imu's true form also fits well with Garp, Kuzan's mentor meeting them on god valley.

Aramaki's entire stick is that racism and segregation are ok because they breed order and stability. Harald despised the racial history of war/racism the Giants of Elbaph possessed.
Harald, born in a kingdom of gods and possessing the ability to possibly become one himself, bent the knee to overcome his people's history. The themes of racism Aramaki representatives are a huge gap between humans and giants in the first place.
Aramaki stated the Celestial Dragons should rule the world because they are gods, so i'm interested to see how he reacts to beings that are considered to be god's like Loki and Nika.
Aramaki is shown, he can easily infiltrate high areas like wano, and has no problem ignoring orders in order to do so.
Also, he is a tree based fighter, and this country has a giant tree in the middle of it.
Since we've only seen Aramaki get teased before, having his first real fights be in an environment so suited to his combat would make sense.
It's possible that he would actually be ordered to go here though. Caraml worked in the country for years there's no way the world government doesn't know the overall layout of Elbaph. If the marines are actually sending a force to Elbaph, Aramaki is a great choice, because he can use one of the countries strongest assets against it.
Keep in mind that a good majority of the architecture in this country is built into the branches of the tree.
The amount of damage that Aramaki can due to Elbaph is nutty. I do wonder if he's actually capable of possessing the Adam Tree, since I think both the Adam and Eve trees are much more sentient then normal vegetation. I believe people will be able to communicate with these trees directly. Especially chopper, if he is the forest god.
If chopper is the forest god, he should also start interacting with Aramaki at some point.

Funny enough I actually think Kizaru has the most reasons to show appear on some level.
To begin with, he completely failed the kill the Vegapunks. York watched them escape, so, Kizaru is going to be in hot water for failing his mission.
It's very obvious where the straw hats and Vegapunks fled to. They're on Elbaph.
I personally think that once Kizaru finds out Vegapunk lived, he's going to laugh and quit his shitty corporate day job, and become either a revolutionary or just do whatever the hell he wants.
What if Kizaru decides to continue working for the world government, there's a good chance that they send him to complete his mission and kill vegapunk. This is a good place to do it, too, an unaffiliated nation with limited media access.
If Kizaru does have a change of heart, and quits, I think his priority will be protecting Bonney.
Vegapunk dug his own grave, and you could tell that, while Kizaru, didn't want to do it, he had accepted that vegapunk was going to die for openly rebelling against the world government.
Bonney is a child and everything that has happened to her is disgusting bullshit. She has not done a single action to justify any of the bullshit that the world government has put her and her family through.
When Kizaru was staring this girl down, i think this is the most dead he has ever felt inside as a marine.
"I'll be sure to get you both in one slash, so you can be together. It won't hurt a bit, Bonney."

I think Akainu is it actually much smarter than most people realize. When he turned Squard against Whitebeard, that was some diabolical espionage shit Rob lucci is not capable of.
Akainu is a simmering intelligent menace.
The entirety of the Paramount War in Marineford was to stop the final war, and the finding of the one piece that triggers it, by killing the son of the king of the pirates in the hope that this would finally destroy the great pirate era.
Loki is everything Akainu fears and despises.
A giant ball of chaos doing whatever the fuck they want.
If Akainue shows up here, it won't be for the straw hats, it will be because of loki.
Akainu as fleet admiral should have access to a lot of information other marines don't. Sengoku is walking around dressed like some Myrtle beach grandpa, because the world government can't let him be free due to all the shit he knows.
Akainu realizes what kind of threat Loki is. This isn't a shanks, or even a luffy. This isn't the guy that tries to save his brother from marine ford.
This is the guy that just fucking destroys marine ford.
Loki was making Imu collapse to the ground, sweating in fear after killing the strongest god's knight Imu had ever found, while Luffy was stealing Dadan's dinner.
I also believe that kuzan is feeding the world government and marines information about the blackbeard pirates. Instant, I believe the black bear pirates are definitely going to recruit loki, this is another potential reason for Akainu to show up here.
We've seen Papasuki call out the Gorosei before, and Akainu needs to interact with Imu at some point, IMO.
If Akainu finds out the WG is running an operation to take over Elbaph behind his back, i think he's actually going to blow his lid.
The world government and marines are struggling heavily to deal with multiple conflicts occurring around them.
To Akainu, the WG deciding that now of all times is the time to attack the most powerful warrior nation in the world, is infuriating. They're still reeling from the loss on Egghead, and now the world government is picking a fight with the giants of Elbaph?
Akainu has every legitimate reason to crash out over this.

Refusing to capture Luffy at Water 7 before Marineford purley due to nepotism.
Garp is going to be desirably discharged by the world government, and it's going to be up to Sword to save him.
So barring some really crazy shit, I really do not see how rice cracker grandpa ends up in the land of the giants.
Since Law and Sengoku have history, and both are pissed at Blackbeard, I think we'll see Sengoku and Law work together to rescue their nakama.
