Ragnir Can Move By Itself
It doesn't need Usopp to move it. In this sense, Usopp doesn't bring anything to the table except that he can direct it. Usopp directing it is clumsy because he has to have an elaborate setup.
It Won't Get Smaller Conveniently
Not only would this be unheard of, but if it could get smaller then why can't it get bigger? Besides, if it could get smaller then Hajrudin would be able to wield it and Loki said it was impossible for anyone else to even lift it.

A mistreated weapon or object might refuse to transform at a crucial moment, remain stuck in its heavier animal form to slow the owner down, or purposely miss a shot (in the case of projectile weapons like Lassoo).
Conclusion
The only time an object/weapon would join someone else is under that same circumstance: a threat or betrayal to the foundation of the relationship with the owner. If that doesn't happen, the object/weapon can usually attack by itself and will go down with the ship. If the owner perishes in battle, the object/weapon often dies too trying to save the owner out of fierce loyalty.
