Minus the Level 6 shift giving her an improvement of her already Level 5 abilities, there’s no difference between Misaka at the start of the series to current

Especially now that currently, she’s lost the AAA

I don't know enough about their source material to say for certain whose stronger right now but going anime for anime

Archer wins most fights unless Misaka is at full power which would be her lvl 6 version a power as far as the anime is concerned she can't tap into at will

Archer also has much more combat experience, battle IQ and ruthlessness

Now this, I will dispute.

Misaka’s a tactical genius who’s just as much formidable because of her creativity with her powers and strategy as her powers themselves.

I’d also argue Toaru fights in general are even more strategy heavy than Fate. But regardless, Archer hasn’t demonstrated anything proving he’s got a higher battle IQ than what Misaka regularly demonstrates
