So, I've always assumed Chopper's Rumble Balls only work on him. But, we saw Caesar help Chopper increase their power.
Now, Chopper has access to Vegapunk Lilith, one of the 7 smartest people... person...? on the planet.
This means that Lilith can help Chopper get those balls ready to rumble.
Ahem.
In Wano Act 3, the arc that haunts my waking dreams and slumbering night terrors, Chopper takes too many drugs, and turns into Chibi Chopper, like Luffy once turned into Chibi Luffy.
Oda is clearly telling us: if you use artificial means to enhance your size, shrinkage will occur afterwards. Ask Gyaban and Ripley about wedding night. Ahem.
So, now that Chopper has access to Lilith... why not make Rumble Balls for other Zoans? Vegapunk is THE master of Lineage Factor. The only thing fully outside their knowledge is Logias, really, at this point. Kizaru is so mysterious, ooooh. Anyway.
I'm of the mindset that pre-time-skip Chopper is one of the most fun shonen characters ever, he had so many cool fun powers up that he used in incredibly intelligent ways.
Lilith + Chopper + Rumble Balls = Loki, Luffy, and Chopper getting crazy Hybrids.
IMO, Gear 5 is Luffy's Full Zoan, and his Hybrids are Gear 4 forms. Now that he's Gear 5, his Hyrbids will probably be even crazier. Tank Man, but his head and neck become an actual tank barrel. Dragon Man, Phoenix Man, etc.
Loki should have wild transformations, as well.
The biggest element of this, IMO, is size. We need to be able to alter size, in order to fight some of the Kaiju level threats that exist in this series.
Vegapunk Chopper Rumble Balls provide a quick size increase, with a quick, manageable drawback: Shrinkage.
Loki with Rumble Balls is picking up this sword, and swinging for the stars.
This has really funny drawbacks as far as Luffy is concerned. Due to his Fruit, there's not much of a theoretical limit as to how far he can stretch if he's using enough power. And, the after-effect would make him that much tinier. If Luffy used enough Rumble Balls to pick up this sword, there's a chance he's smaller than a flea, afterwards.
So, anyway, Rumble Balls are a HUGE stealth power up for multiple characters.
This is also how dudes like Drake, who have a SHIT FRUIT for their combat style, will become top tiers.
Give Drake some Furry Drugs, and BAM. Man can turn into a Hybrid that actually has... arms that can wield his weapons properly.
Finally, there's one more character who can probably take this broken science and break the verse with it.

Is there a difference in effect, if Hold'em eats the Rumble Ball, compared to if his Lion does?

If Rumble Balls distort Lineage Factor biochemistry, is it possible Chopper's Rumble Balls could actually stabilize the unstable SMILE forms?
