A spinoff rehashing the same plot points with parallel characters wouldn't be very interesting. It would just be One Piece but less interesting this time. For a spin off to be good, it would have to shift the perspective of the world completely:
The life of an everyday soldier in a war torn, relatively weak country, where devil fruits are rare, and Haki is God like
A legal drama focusing on how inherently ridiculous the OP world is. Characters are regularly getting arrested for killing people by accident with their Logias, and getting off through corrupt connections to the emperors or various wealthy rulers,
Some sort of series focusing on real small time pirates, looking for whatever money they can to survive,
