Theory Would Luffy be strongest with Garp as Marine or with Dragon as Revolutinary?

Let's suppose if Luffy from childhood have been staying with either Garp or Dragon and they made sure luffy gets his training from them everyday.

Then in one version Luffy joins marines from early and is with Garp like Koby and another version luffy decided to join the revolutionary and is with Dragon.

Then which version of Luffy would be strongest later?
