It really depends on whether togashi will have gon regain his nen powers or not in future. Its possible had HxH continued post succession arc and dark continent arc , togashi would have focused on gon again.

Hard to say what togashi's plans are regarding gon in future though. If gon never regains his powers back in future then you are right.
