Very suspicious for Zoro to get hypetooled post ts. How likely is the popularity poll behind the hype tool?

I am not saying that zoro should never get hypetooled since pre timeskip he got hypetooled too against Enel or Lucci alongside with luffy.

But the hypetool happened after the results from japans popularity score in which zoro was winning even against luffy.

Is it possible that oda made this choice because zoro won in the popularity poll in Japan?

He cuts do 'Zero damage'. Rather makes opponent immobile.
Only whose haki is weaker than law are victim to it.
Where was his swordsmanship against Kaidou?
