Just speaking out of experince, historicaly Zoro has gotten more upgrades/technique unlocks (Like ranged attacks) than sanji does and in every Arc sanji gotten one Zoro did too

But like i say we will seee If im right for another round of funnies

Almost every time zoro gets an upgrade, sanji recieves his own power up or feat marker. Pick an instance and ill show the evidence. Sanjis upgrades are often overlooked.

Theres even times when sanji gets an upgrade, and zoro doesnt.

Zoro got flying slashes in Skypia.
Zoro got a black blade in TB.
