No. I think it is the opposite.

Sanji has internalised all the cruelty he experienced in his youth. He truly believes his truest self is awful. This is why he asks the question as to which person Luffy needs. His first step was to choose himself over Stealth Black.

Next is Sanji realising, just as Luffy always has known (given how he refuted Judge's final jugement on Sanji's character), that his true self is where his strength lies.

Sanji needs to accept who he is and not hold back. He must find genuine confidence in his own way. Once he does, his kingly nature will reveal itself. Remember, there are different types of rulers. Some are tyrants, others are warlords, and others? They're benevolent. That is Sanji's true kingly nature.

Sanji will be the saviour of Elbaf's children. The same thing that defeated the Giants years ago as said by Imu will be thwarted by the righteous, kindly king.

(Double-props if he's the King of the Sky (Sora) because then he's both the Hero from Germa AND his mother's little king...)

Sanji has always had the potential to master Royal Haki.
Back in the “Baratti” arc, Zeff said in Chapter 65 that Luffy has an inner core. He doesn’t have a shred of doubt. His confidence dispels any doubts. And in Chapter 66, Zeff tells Sanji that he knows one idiot who constantly holds back his “inner core” for no good reason.
In Chapter 570, Emporio Ivankov says that Royal Will is the reason why people rally around its wielder.
In Chapter 597, Rayleigh says that the power of Haki lies in the absence of doubt. He also says that one can only be born with Royal Haki—it’s either there or it isn’t. However, whether it awakens or not, as well as how powerful it will be, depends on the development of one’s personality.
It turns out that doubt is the very factor that prevents Royal Haki from awakening.
Gaban said he senses that Sanji has the right potential, and this is true:
1) Sanji comes from a royal family; he is a prince by birthright. Authority runs in his blood.
2) Sanji is capable of uniting people around him. Remember the soldiers from G-5—they followed Sanji and obeyed his orders, even though they were enemies. Similarly, the Mink on Zoya Island regarded Sanji as the leader of the Mink.
3) The part of the crew that set out for Zoya Island was named in his honor, and he was the captain at that time—the decision-maker.
4) Those who were enemies became allies, all because of Sanji: Viola, Pudding, Tashigi, and the G-5, Germa 66, as well as Gin, Bon Clay, Duval…
Sanji’s personality is actively developing, but he hasn’t yet overcome his doubts. This whole situation with Zaza demonstrates that.

I think Sanji will have to come to a conclusion something like this: “I define myself, not my principles. If my principles conflict with what I believe is right, I will choose how to act on my own, and my principles will not dictate my behavior.”
He’s afraid that if he sets aside his doubts, he’ll become like his father. In principle, these fears aren’t unfounded—just think of those illustrations the manga author drew 20–40 years in the future—where, if Sanji follows in his father’s footsteps, he’ll end up looking just like him.

Also, having the potential for Royal Haki and awakening that power are two different things. Perhaps Sanji won’t even want to awaken that power.
I’d like him to awaken it. But who knows—maybe he’ll choose his own path again.
 
I'm in dreamland here, fantasizing about the power ups Sanji can get this arc once he shatters the chains that constrain him.

Luffy soon K.O 🤣😂 Sanji very good power up. He need acoc. Zoro and Sanji are the 2x best strawhats members must have full adv coc. How they fight in the feature the guroseis, Admirals, blackbeard pirates etc... All strawhats need upgrade they are still low quality.
They all need basic coo and coa. I wouldn't mind if Oda introduced a new special training method to unlock it.

At most I can see the east blue 5 all getting it but no one else

Jinbe been a pirate for damn near 30 years now if he don't got it after all this time he ain't gonna get it

Also, love Zoro's confidence in our boi. I mean, they still bark at each other "hey don't you dare fail this", but they are defending each other in front of outsiders. True sibling energy there.
Also love how Sanji's importance was highlighted last chapter, as Luffy is running on food, lol. Sanji's going to be a King of the Kitchen, oh wait, he already is.

Too bad we probably will have to wait like 2-3 chapters before there's any progress.
