I like Jinbei and hope Oda gives him a lot more than he currently has but having a strong will and being strong aren't necessarily enough to have Conqueror's haki. Just means Sanji's will is even stronger and now Sanji at a much younger age is more powerful than Jinbei anyhow. But ideally Jinbei gets something meaningful to work with in the arcs to come.

My guess is it will be revealed that Jinbe was the bastard son of the former king of Fishman Island. It’s why he has the ability to talk to fish, something specifically stated to be a merman ability.
