The difference is Shanks is a swordsman and WB isn’t.
Oda could always change Shanks’s fighting style if he wants Shanks to be above Mihawk. Reveal he became a mixed fighter after losing his arm. It’s certainly possible given how much Oda wanks him.
But barring that I would assume Mihawk is stronger

Why you talk certain as if you see all of Shanks's fighting skills then? "could always change" what do you mean as if we see everything about Shanks? 
Alber talks about what counts as being a swordsman; sticking to traditional forms and techniques only. Did we see all of Shanks's fighting style that he always sticks to traditional forms and techniques only?

Well if Mihawk's title had nothing to do with one of the main characters dream and Shanks were one of the 100 swordsmans who have no connection to Mihawk, then why not?
But since it's not the case and quite opposite actually Mihawk>Shanks makes more sense.

Just get one thing straight, People hit their prime in 39~40. And loose it by 55~60.
When whitebeard was 39, Kaidou was 26, Mihawk was 8.
- Whitebeard at 39 was WSM.
- 13~14 years later, Kaidou took the mantle at 39~44 , Whitebeard started to decline. Mihawk was 21~24 at that time, Just like Kaidou, already made a name for himself even before great pirate era.
- skip it more to 20 years. Mihawk is currently 44, Kaidou is out of the picture, So is whitebeard. He is world strongest right now.
These people prime never existed at the same time. After their prime they just carried the Title further, doesn't mean they are still the strongest.
This list basically involves Admiral, Warlords and Yonkou. Because these are the only top tiers people know about.
Imu, Gorosei are unknown, nobody knows about them. So they shouldn't count. All three are alresdy stronger than Gorosei. So Imu is the only exception as of now. When oda say strongest title is official, and people talk about it, look at it from one piece regular point of view. Not yours.

There are significantly more comments of characters saying Whitebeard was the strongest man and pirate pre timeskip even in his old age. The only thing that stopped him from staying the strongest was his sickness and deteriorating health

It doesn’t matter who the wss is as long as Zoro surpasses them

- If Shiryu killed Mihawk than that automatically makes him more important
- If it’s revealed a character unknown to the world like a gorosei or a brand new admiral etc is actually stronger than Mihawk they become more important
- If s-hawk reaches his prime it’s automatically more important
