because Dragon has the Title of "World's Worst Criminal" people assumed that he has the world's Highest Bounty. But most likely his bounty isn't even at the 5 Billion threshold. Honestly his bounty is currently 4.5-4.9 Billion. But when people heard that he was the "most Wanted Man in the World" they think he has had the highest bounty ever since his introduction at LogueTown. Before the attack on the Reverie or officially declaring war on the World Government.
If you look at the bounties of the Top Revolutionaries prior to the Reverie, they were 200-600 million. even if you take Sabo's 603 Million as Second in Command and compare it to the other Right Hand's of the Yonko's and say Sabo's bounty is 20-30% of Dragon's that Puts Dragon in the 2.4-3 billion range. and given what we've seen that seems right.
Don't forget Iva, Dragon's former Number Two and Pillar of the Revolutionary Army was only placed in lvl 5 of Impel Downs and not level 6. and most of the Revolutionary Army was acting as Mercenaries and leading Protests rather than toppling the Government themselves. and Dragon was only started to be seen as a threat because of his potential 6 years before the start of the series.
