They can see if someone has the potential for it but not if they have it until they unlock it, that's what Gaban told Sanji

Obviously Mihawk thinks Zoro has the potential to be a king, otherwise he wouldn't think he could potentially become a king (WSS)

Kaido told Zoro he had it because he used it to cut him, duh?

"When someone has it." Meaning they get a sense of someone else. Not the individual themselves, as the majority have no clue what Haki is when it awakens and the only other guy in the other category is Sanji, who had to ask someone else if he has it or not.

I’m half convinced that Oda forgot that he draw Zoro knocking people out with CoC and thought he had somehow left it ambiguous.

Then again, given the number of people saying that it was Enma and not Zoro, maybe he just has a realistic view of how stupid some of the fanbase can be.
