You're correlating Gaban's advice with his Haki level when you shouldn't.. Gaban has famed blades which he's feeding CoC to.. Luffy doesn't have any weapons which is a hint for the readers to a new CoC application that Gaban may not have but have seen more powerful people do like Roger..
