He is a bad author then, a good author can make his character OP and still has tension in the manga.

Even an average author like OPM can do it, just shows that Japanese manga authors pale in comparison to legends like Shakespeare and other known literature authors.

OPM's author does it by making the big bad be stronger than the side characters. Then Saitama comes and one shots them. Its a Parody manga.

Other authors do for characters like Superman for example, but focusing on like politics or other themes.

The problem is, One Piece is a battle Shonen. So he cannot write it like OPM or other media.
