Here's the rule for it as I see it
1) The All Blue is a Dream Sea that exists as a metaphysical phenomenon. It does not exist in the physical world.
2) This Dream Sea exists in the minds of the people who believe in it, but there are ways to manifest dreams in this story.
3) Naturally, the energy of an island affects the surrounding sea creating a localized phenomenon in the New World.
4) An example of the above, though hypothetical, would be a Slanty Island with a Slanty Sea or a Spiral Island with a Spiral Sea.
5) In this case, we are speaking of a Dream Island with a Dream Sea. Specifically, Nakrowa which is translated as the Island of Dreams.
6) Nakrowa is one of the only islands mentioned in the story that have yet to be discovered alongside Laugh Tale.
7) The above is a coincidence. Nakrowa is the ancient name of Laugh Tale, and it was the capital of the Ancient Kingdom.
8) This specific island creates a Dream Sea because as a Dream Island the Voice of All Things is a fundamental part of it.
9) The Voice of All Things creates dream qualities because it uses "voices" to correspond with hopes similarly to Devil Fruits.
