He attacked Gorosei to defend marines?
He killed xebec to help marines soldiers?
Garp did not take part in 'saving slaves'. Or hunting games. Nor did he protect a HK on screen. His only purpose of god valley visit was Roger.
Also he publicaly avoids hero title said by sengoku.
People will likely have more respect lol. He attacked a Gorosei regardless of consequences. That's the highest authority of the world to save Marines.

I do think Blackbeard is planning something like this via broadcast maybe Morgans is involved. This how I think he will make use of Catarina/Saturn and his Garp hostage, he won’t literally work with the govt but fake it in front of the world. With a govt overseer cosigning his words and granting him kingly status there’d actually be very little reason for the common man to not believe him. He could actually sway the public to side with him because if he reveals theres someone that sits on the empty throne who would the people side with, the celestials or him? If he advocates for more freedom under a Davy, who once ruled the world.
The world still the same unless Blackbeard had strong evidence on it.
Especially lot of people in the world didn't even trust Vegapunk words.
