There's also the use of him as a hostage to get Teach his WG approved kingdom.

While I myself don't think Garp alone would do it, Imu's failure to get the giants may make him take the next best thing to an army of giants: An Emperor's crew.

Good possibility....I think this is viable setup to force a conflict between the SHs and BBP.

Plus I have a theory personally that Kuzan's on BB's crew due to Imu's orders.
