Garling already has York and therefore the Mother Flame under his direct command, the next logical step would be fo form an alliance with the Fleet Admiral in order to overthrow Imu and the other Elders.
We know that Mary Geoise is currently under siege by either the Revolutionaries or Blackbeard Pirates. Garling could use these events to convince Akainu that the current leadership of the World Government is too weak and incompetent to run things and that it's time for cleanse.
If we assume that Imu won't make it out of Elbaf unscathed it's possible that the Gorousei will be so weakened that Garling, Shamrock and Akainu can easily deal with them. If Imu were to die or get "sealed away" on Elbaf all the Gorousei should realistically turn to dust while Garling remains the only one alive.
The final WG faction will be Garling and Akainu the "Absolute Justice" team and not Imu or the Gorousei. There has to be a reason that Oda had the Straw Hats face the Gorousei at Egghead and Imu at Elbaf already while Garling and Akainu are still fresh.
