Also, Oda had Wano DRAGGING, no way he could go straight into the Pluton War without throwing the fanbase into calamity. The issue is Oda left too many plotlines unfinished, IMO. Needed to set up the other players to show up, namely, Yonkou like Teach (Caribou needed to get to Teach to tell him about Pluton and Poseidon), and Imu. Gorosei were too wake to deal with Pluton, so they had to leave Wano alone. Imu can handle Pluton, Wano is on Imu's hitlist, probably after Elbaph.

Momo will get his time to shine, Yamato will help defend the country, and Hiyori will eat Toki's Fruit and do some serious shit when we get all the Yonkou, the Marines with multiple Admirals, and Imu + God's Knights and at least V. Nusjuro in Wano Act 4.

At best iirc he was described once or twice as "strongest living thing?" in one chapter or so after WB died.

Even then I take it to imply that this only applies to pirates because Oda generally excludes WG allied characters from "strongest" titles (see: Garp, Imu).

I really don't know how any of this works honestly, titles in OP are worse than power levels in DBZ.

Titles in One Piece are as legitimate as the ages girls give bouncers to get into clubs.

At most they feel more tied to a character's narrative than their actual power level.

WB being the "strongest" due to his role as the top pirate and guardian of Roger's throne, Mihawk being "strongest" due to his role as Zoro's goal, Kaido is the "strongest" so Oda can have a Frieza/Jiren to hype his version of SSJ/UI.

And all of them are strong, just that none feel like THE top 1 despite what their titles imply.

Kaido's is the least credible though
-Whitebeard was put on pedestal by actual top tiers (Sengoku calling WB the WSM, Big Mom saying "Even Whitebeard" in comparison to other emperors)
-Mihawk is still Zoro's ultimate goal, so it would be fucked up for his title to be wrong (even if we can debate what makes someone a swordsman in One Piece)
In comparison I can't recall an actual top tier that treated Kaido the way they treated WB, Kizaru and Gaban praised Luffy for beating him.. but they weren't particularly shocked by the feat either? and the strongest character to call Kaido the strongest was pre-COC Zoro, and even then he said "said to be" which made it seem like Zoro simply repeated what he heard from someone else.

The fact that Gaban decided to test Luffy even after recognizing him as the one who defeated Kaido is proof enough that Kaido is a fraud and Loki > Kaido

The 9 Scabbards were interesting at first but not anymore, look at how Oda treated some of them by the end of Wano, two perfect examples being Denjiro and Kawamatsu both of whom became utterly useless after the Kaido fight.

Wano had many useless subplots that amounted to nothing, tons of characters that did nothing, many chapters that just felt like filler.

Elbaf is not only way better but the pacing of the arc also flows better than Wano.

You like Wano, cool, but saying it is better than Elbaf and saying Wano was a great arc, yea no, you are 100% wrong on that.
