This is a really important factor IMO in terms of Loki.
Can Western Dragons produce Flame Clouds, like Eastern Dragons like Kaido?
Loki being able to produce his own Clouds would also explain Imu stating the WG never got a clear look at Loki because he always attacked in fog-shrouded regions:
Loki being unable to fit on ships also is less of a problem if he can make his own Flame Clouds and then just attack them to whatever ship he's aligned with and get towed along.
As of now, I'm assuming Flame Clouds can be produced by both Eastern and Western Dragons.
