Yeah, that was always the interpretation I liked better too. Just because of how odd it would be to have two positions of authority when you dont really even have enough people to make it worth it. And its much more likely to me that Oda would choose the option that let him add MORE characters. Lol.

If there were 13 Holy Knights, it actually would fit the organization structure of the Shinsengumi, too, actually. A Commander, a Vice Commander and Staff Officer, and ten Captains was how they were.

Imu gets nerfed 100%, probably severely at that

Gives Loki an opening and gives Luffy more time to do whatever he’s doing

I don’t think this would effect Killingham in any way since I don’t think covenant users have a direct connection to each other in that way

As for what he does next I’d assume he either heads for Imu or gets put in the usual “something has to keep me busy until the arc ends” stasis chamber
