Don't know about best but Gaban and Loki stand out the most as the most enjoyable.
Xebec and Harald were both dope characters but I feel like they both went out with a wimper
Not Harald's death per say for example but the lead up to it.

Elbaf has a very good line up of enjoyable characters in general.

Oden and Yamato in one arc ya know, we even had Momo as well but i digress
