I think you're imagining the plan to be a lot more coherent than it actually was. Rocks broke into Imu's castle like 16 years before Garling found the Davy clan, and if anything, it seems like an accident while he toured the country. The entire thing getting leaked wasn't intentional, unless you believe Morgans was a deep cover Cipher Pol agent the whole time.

Meh, I can agree to disagree but the damage is already done. You can't view Imu as anything but a total retard. God Valley was just about wiping out the entire population of the island for shits and giggles, they likely would have done it with or without the Davy's...as they're implied to do every 3 years. Imu had to show up to prevent Rocks from killing the CD's. For whatever reason, Imu the retard wasn't able to wipe out all his enemies there and then....which is supposed to be a revelation for him, lol.
