Who do you think the pinacle of piracy is? Nika if he ever was one? JoyBoy the official (?) first pirate? Gol D. Roger (the D stand for no child support payer)? Monkey D. Luffy?
Well I don't know enough about Nika and JoyBoy to talk about them but I sure know enough about Roger, Luffy and many others you may think that deserve this position.
First of all what is piracy?
"Piracy means committing robbery at sea or illegally copying and sharing protected digital media. "
That means we are all pirates in the modern world. But in One Piece piracy goes beyond that. Strawhats for example didn't got their bounties over robbery. In One Piece the piracy definition is more like "an absolute pursuit of freedom and defiance against the oppressive World Government."
Now who does that better than Mihawk?
Roger? Because he went to Laugh Tale and discovered the truth? For 800 years the World Governament gave 0 fucks about Red Poneglyphs and I'm not so sure they give any fuck about it till now. Roger wasn't after freedom or going against WG. He obligated himself into a quest he couldn't fulfill because he was born a boomer and even obligated his own son to continue it for him. So Roger was far from being free and Ace even less.
What about Luffy that every anime poser call the pinacle of freedom? His whole life was him trying to be someone else. He wanted to be Shanks then he changed to be Roger. He needs to become Pirate King to feel free. He is pretty much similar to Roger.
And you can find similar things about bunch of other pirates. Buggy by either being after treasures or wanting Shanks to become the next King. Crocodile and his power pursuit to revenge agaisnt Whitebeard. Doflamingo almost literally lived in a cage he made himself. Teach needed a certain DF to finally do what he wanted and what he wanted also doesn't makes him free.
Now Mihawk? Mihawk just do as he pleases. No goal. No quest. No nothing. He used to hunt marines on his own. Wouldn't be a surprise if Shichibukai system only exist to make Mihawk stop hunting marines. Pretty sure he was the one who suggested this feature into Cross Guild application system. He pursuited weak pirates just to kill his boredom. And he was rich as fuck. Had a huge mansion on an isolated area surrounded by nature and near the beach. Had at his own disposable the finnest wines Grand Line could grant you.
Pretty much every single pirate is trapped himself into a goal or quest but Mihawk is the only one really free to do whatever he pleases including being aligned to the Governament or against it as he was before become a Shichibukai and now that the system was abolished.
