The World Nobles, as a concept, were introduced at Sabaody, with Charlos and his family.

The Gorosei were not told to be among them until well over a decade later.

There's nothing inherently wrong with being taken out before the "final showdown", if they're only intended to be mid series villains, which the Akatsuki were, getting introduced in part 1 and generally living up to the hype in part 2. The fact that the final war was pretty shit doesn't have much to do with the Akatsuki

The Holy Knights are the opposite. They're introduced extremely late in the series and do nothing that interesting with their panel time. No one really thinks they live up to the hype.

Something isn't bad because it doesn't do what you expect them to do, or think is the most ideal. Most Naruto fans enjoy at least a few Akatsuki members,and the community generally likes every member except for maybe Zetsu or Konan. Arcs focused on the akatsuki are some of the most liked in the series.

I never had expectations for the Holy Knights either, but Oda pretty much just used them to waste time on Elbaf in the early chapters. Legitimately, it's hard to argue that anything before Imu arrived in the present time on Elbaf was even relevant.

Also, even if Sommers is an absolute loser to anyone who can actually use Conqueror's Haki, that cavet is that if you *don't* have it, then Sommers is basically invincible then. This regeneration power is something that really breaks the power structure in One Piece, so them having it and also being amazing fighters would have made it far worse.
