Yes, Harald and his cuckery partly broke even this basic rule by licking Sommers' boots. I don't remember if he knew of Imu's existence at this point, but Garling would do here as well. Ultimately he bent the knee to one or the other CoC user.

I think oda only gave Sengoku CoC and only on paper just as a backup in case he decides to give one or the other admiral CoC. Or because he would've broken the rule with Garp otherwise. But then, Garp doesn't follow orders anyway. So who knows. Whatever.

If all Admirals have CoC, then the Fleet Admiral has CoC. The Fleet Admiral is always a promoted Admiral from what we have seen.

If the Fleet Admiral has CoC, the commander in chief has CoC since the only commander in chief is a promoted Fleet Admiral.

The commander in chief reports to the Gorosei who are all CoC users.

So there would be nothing wrong with Admirals having CoC since their superiors would also have CoC in that instance lol.

Besides headcanon power scaling reasons, there's no reason for Imu to gatekeep not immortality(the most important power from an objective perspective) but COC. The Gorosei have COC because they're descended from the 20 kings who conquered the world and COC is genetic. It's not that complicated. If one of Big Mom's subordinates can have COC, so can Imu have subordinates with COC. You're making it more complicated than it needs to be.
The Holy Knights get less power then the Gorosei do, because the latter are Imu's proxies to rule the world in his stead, whereas the Holy Knights are the one more chosen for grunt work. So, the Abyss Covenant the Gorosei have gives more perks.

So, again, with so much powers they can tap into like Warlocks and their patrons, why is the ability for an Abyss-class to get Imu's Conqueror's Haki unbelievable?

Kizaru "licks boots" because he wanted to fight pirates and make money, and the people who run the world government have been funding that since forever. Good or bad(and the Marines are obviously shown in more of a bad light at this point), without the marines, the average person in OP world could get their entire island fucked up by any of the thousands of pirates. Even someone like Ceasar the clown could probably fuck up an island of fodder easily.

The Gorosei are clearly former Holy Knights. That’s why they have scars and why Garling became a Gorosei member.

Gold Roger had 3 CoC users in his crew, maybe more. Roger was just some dude who sailed from island to island, he didn’t have widespread reach or influence, he found Rayleigh and Gaban by sheer chance by sailing from one island to another.

Meanwhile, the World Government who rules over 75-80% of the OP world, apparently can’t find 3 CoC users to serve as the pinnacle of their military? These guys control 80% of the fucking globe but can’t find 3 CoC users lying around apparently. Chinjao states that there are “countless” people who have CoC, but the World Fucking Government can’t even find 3 of them.

I guess someone should have told the WG that the secret to finding 3 CoC users to serve in their military, was to stick one guy on a boat and have him sail slowly from one island to the next, one at a time, and maybe they could have then found just 3 CoC users lol. Stop the absurdity, all Admirals have CoC.

Like I said, your reasoning only makes sense from a power scaling perspective, and not a story perspective. Why would Imu give top level haki to the guy who don't do missions for him anymore? If Imu could just give the HK his haki, they would have been able to bring back Shanks and handle plenty of other problems for him, without revealing his cards.
