CoC has been retconned from a power that only one in a million are born with

to a power anybody can unlock with the proper requirements

It explains why people like Yamato and Lord Kuri who have no sense of self or doubts about their appearance can still have CoC. A person who undergoes some kind of trauma or awakening can unlock CoC

The bar is higher for others like Sanji and Zoro who despite having undergone massive trauma needed bigger catalysts. But this ensures characters like admirals and BB pirates can still grow stronger in the future and give better fights
